ALL Electric Floor Heat installations REQUIRE the use of a digital ohm meter (aka multi-meter - must be digital). You do not have to buy this meter - you just need to have one on the job; borrow one if you can.

Dial your meter to " 200 " in the ohm (UPSIDE DOWN HORSE SHOE) range to test heating elements (Or dial to " 2000 " for resistance ranges above 199) and " 20K " or 20,000 to check the sensor wire. Get accurate readings for:
